Albania and Germany sign €114 million package for energy and student housing

THREE AGREEMENTS, THREE AREAS OF INVESTMENT

Albania and Germany signed three financing agreements worth a combined total of about €114 million on 3 August 2026. The package consists of €90 million in loans and a €24 million grant, according to information released after the signing ceremony.

The agreements were signed by Infrastructure and Energy Minister Enea Karakaçi and Germany's ambassador to Albania, Karl Bergner. The financing covers three separate interventions: digitalisation of the electricity transmission system, continued rehabilitation of the Vau i Dejës hydropower plant and improved energy efficiency at Student City dormitories.

WHAT THE PACKAGE FINANCES

The transmission project is intended to automate operating processes and connect substations more efficiently. This matters for grid security and management, particularly in an energy system where domestic generation depends heavily on hydropower and remains exposed to climate conditions.

The second agreement continues the rehabilitation of the Vau i Dejës hydropower plant. Its stated purpose is to extend the working life and improve the efficiency of one of Albania's principal electricity-generating assets.

The third agreement is a €24 million grant from the German government, channelled through development bank KfW. It will fund energy-related renovation of Student City buildings, with the aim of lowering consumption and improving living conditions in the dormitories.

LOANS AND GRANTS ARE NOT THE SAME

Of the total package, €90 million is loan financing and should be understood as a financial obligation under the terms of the agreements. Only €24 million is a grant. That distinction is essential to describing the package accurately and assessing its effect on public finances.

Signing the agreements confirms the financing, but results will depend on implementation: procurement, delivery schedules, cost control and measurement of actual energy savings. The public benefit will ultimately be judged by improvements to the grid, the performance of the hydropower plant and the conditions delivered for students.
