DRAFT LAW OPENS FOR CONSULTATION
Albania’s Ministry of Economy and Innovation published a draft law “On Credit Bureaus” on the official public-consultation portal on 7 August 2026. The consultation remains open until 4 September 2026.

WHAT THE DRAFT PROPOSES
The proposal would establish a dedicated framework for licensing and operating private credit bureaus. These companies would collect and analyse financial data to produce credit reports and assessments of a borrower’s reliability, commonly known as credit scoring.
According to the explanatory material summarised by RTSH, the intended outcome is for a record of regular payments to help lenders assess individuals and businesses more quickly and accurately. It does not guarantee approval or a lower interest rate for any particular borrower; decisions would still depend on lenders’ criteria and the final legal framework.
DATA THAT COULD AFFECT A SCORE
The draft expands potential information sources beyond banks and non-bank financial institutions. The reported list includes insurance companies, tax authorities, municipalities and providers of goods or services sold with deferred payment.
If that wording is adopted, delays in certain obligations — including utility bills or tax liabilities — could be reflected in a credit profile. Citizens will need the final law and implementing rules to know precisely which data will be reported and how it will be used.
PRIVACY AND THE RIGHT TO CHALLENGE DATA
The proposal includes personal-data protections and a right for citizens to obtain their credit report under defined conditions. If information is inaccurate, the person could challenge it and request verification from the reporting institution.
The draft summary says positive data could be retained for up to three years after a contract ends, while negative data could remain for up to five years after the obligation is settled. These are proposed retention periods, not rules already in effect.
